BUDGET 2009 - 2010- The luxury of being rich

Some key points:
Every year, the budget-making exercise is entrusted to bureaucrats sitting in the Ministry of Finance and Board of Revenue and the role of Parliament in preparing and/or adopting the Finance Bill is that of a passive approver. Finance Bill 2009 is no exception. It reflects the same old mentality of tax baboos - use of regressive taxation to ensure life of luxury for the rich.
What a pity that the poor of Pakistan are burdened with heavy taxes and the rich - especially absentee landlords - are not taxed at all.
The poor and helpless masses of Pakistan desperately desire explanation from all those in power:
a. Why the privileged are continuously being favoured and thriving on the money collected as "tax" (sic) from their own poorer brethren?
b. Why it is that ordinary taxpayers having income of more than Rs 500,000 are required to submit annual wealth statements whereas the rich and mighty politicians, who have exempt agricultural incomes, have not yet made public declarations of their assets?
c. Why do they hesitate from paying wealth tax but charge Rs 25 per litre tax on petroleum products knowing very well that it is massively consumed?
d. Why do they not subsidise the poor and make good the loss by levy of wealth tax on the rich?
e. Why do they not curtail unnecessary and extravagant expenses on the establishment, starting from the President house, to fill up the void?
f. Why do they not slash the exorbitant number of ministers/advisers instead of following a policy of appeasement and doling out public offices as if this nation was not burdened enough by worthless and incompetent bureaucrats.
By a very conservative estimate, the real tax potential of Pakistan is not less than Rs 3 trillion. However, target for the current fiscal year at the time of budget announcement was fixed at Rs 1.5 trillion, which has now been revised downwards to Rs 1.2 trillion-the FBR, a corrupt and inefficient arm of the government, is facing difficulties even to reach Rs one trillion mark.
